He was the United Kingdom's 42nd Prime Minister (1916-22) and serving as Chancellor of the Exchequor (1908-15) he was the man behind the People's Budget which - had it been passed - would have implemented a tax on the value of Britain's land to pay for social security. Instead the struggle with the Lords over the 1909 Budget led to the Parliament Act.
