"If land (rather than any developments of or on the land) were treated as ultimately the property of the whole community, on the lines proposed, for example, by the Henry George Foundation of America (and by African tradition), this would legitimise a land tax (or land rental) which could be used for a negative income tax scheme" says South African Rev Dr Theo Simpson.
